PUBLIC NOTICE OF NIGHT WORK OPERATIONS
BOROUGH OF BROOKLYN — PRECINCT DEVELOPMENT ZONE
ISSUED: OCTOBER 19, 1981
Pursuant to Municipal Ordinance 47-B and in coordination with the Office of Landmarks Preservation, the Department of Public Works hereby announces scheduled subsurface construction activity to be conducted on the night of October 31, 1981, commencing at 11:40 PM and continuing until completion.
The work will take place beneath and immediately adjacent to the perimeter wall structure surrounding the 92nd Precinct station house in Williamsburg, Brooklyn.
Residents and businesses in the vicinity are advised of the following:
Temporary street closures and restricted pedestrian access will be enforced along designated corridors abutting the precinct grounds.
Intermittent noise, vibration, and electrical interference may occur during the stated hours.
Public safety personnel will be present at all times; cooperation with posted instructions is required.
ON THE MATTER OF THE WALL STRUCTURE
The enclosing walls of the precinct have been designated as a protected landmark feature. While the precinct building itself dates to the late 19th century, archival review and recent survey data confirm that significant portions of the stonework predate the station’s construction by an indeterminate margin.
Core samples and stratigraphic anomalies suggest that certain lower courses of the wall may originate from pre-colonial construction efforts, potentially attributable to habitation or boundary-marking practices of indigenous Lenape groups. These findings remain under review and are not yet formally published.
Accordingly, all excavation will be conducted with extreme care, under the supervision of both municipal engineers and contracted historical consultants. No unauthorized disturbance of foundational materials is permitted.
PROJECT DESIGNATION: NETWORK INFRASTRUCTURE EXPANSION
(Internal Reference: NX-17 / Colloquial: “Stargate”)
The scheduled work constitutes Phase III of an ongoing municipal infrastructure initiative involving the installation of high-capacity subterranean cabling arrays.
The materials to be deployed include:
Bundled, sheathed conduits of nonstandard composition
Reinforced junction housings of atypical geometric configuration
A continuous run of black-insulated transmission lines of unusual gauge and density
These installations are intended to enhance interdepartmental communications and long-range data synchronization capabilities within the greater metropolitan grid.

ADDITIONAL ADVISORIES
Personnel operating on-site have reported irregular subsurface conditions, including void spaces not reflected in existing municipal schematics and acoustic phenomena inconsistent with expected geological profiles.
While no hazard to the general public has been formally identified, residents are advised to:
Remain indoors during the hours of active work where possible
Avoid observation of the site from elevated vantage points after midnight
Report any disturbances in electrical service, unusual auditory experiences, or disruptions to sleep patterns to the Department’s temporary hotline (listed below)
FINAL REMARK
The Department acknowledges the unusual historical character of the site and assures the public that all work is being conducted in accordance with applicable regulations and in the interest of civic progress.
Nevertheless, it is recommended that no independent inquiry or trespass be undertaken, particularly during the designated hours, as conditions beneath the wall are not fully understood and may present unforeseen complications.
